This is one lot of 2 new surplus (only one has original box) Hokuyo type AC-SC Electro mechanical counters. These are 200-220vac powered (I tested one from 115vac and it worked fine) so ? the max count rate is 15 times per second, and there is a mechanical reset button on the front of the unit. These are 6 digit counters. There is no remote electrical reset option, but there are 2 sets of set wheels under the spring-loaded cover, one set for upper limit and one set for lower limit. As the counts click off, one set of limit digits count up, and one counts down. (I think these can be set by hand "thumb wheel") there is a set of electrical contact on the back of the unit for upper and lower preset limits SPDT.
